The Fundamental Rules and Supplementary Rules reproduced here in this book are applicable to all the Government servants serving anywhere in connection with the affairs of the Federation of Pakistan who are paid from the central civil estimates, except those Government servants whose conditions of service are governed by the Army, Navy and Air Force Regulations.
Since these rules were framed long ago and many constitutional changes have occurred, they do not conform to the present-day conditions. In order to meet this challenge and to supplement these rules different kinds of Acts and Rules have been made by the Government of Pakistan such as, the Civil Servants Act, 1973,; the Service Tribunals Act, 1973; the Govt, Servants (Efficiency and Discipline) Rules, 1973; the Civil Servants (Change in Nomenclature and Abolition of Classes) Rules, 1973; all-Pakistan (Change in Nomenclature) Rules, 1973; the Civil Servants (Appointment, Promotion and Transfer) Rules, 1973; the Government Servants Conduct Rules, 1964; the Prescribed Leave Rules, 1955; Scheme of National Scales of Pay, Allowances and Fringe Benefits; the General Provident Fund (Central Services) Rules and the Revisions of Travelling Allowance Rules, etc. etc.
The provisions contained in the rules mentioned above shall be deemed to be in the substitution of the corresponding provisions only, of the Fundamental Rules and Supplementary Rules.
All the available amendments have been incorporated, errors have been corrected and omissions have also been rectified. Explanatory comments have been added where necessary covering a wide range of the relevant aspects
thereto for further clarification and elaboration of the rules.
The book is intended to be an authentic guide for all the categories of Government servants is now complete, amended and modified up to-date in every respect for all the individuals concerned to realise their responsibilities and to become aware of their prescribed constitutional and legal rights to be asserted, so as to enable them to get what is due to them.
